What a compilation establishes, and what it does not
These terms cover this website and the compilations described on it. They are written narrowly, because the service is narrow. Last updated 11 August 2026.
§01 The service
An independent compilation of published records
BackflowLeads organises records published by government agencies, together with publicly available business information, into dated files for licensed contractors. It is an independent service. It is not a government agency, referral service, property owner, contractor, engineer, attorney or compliance adviser, and nothing it publishes is legal, engineering or compliance advice.
§02 No guarantees
What a listed record does not establish
- That the condition still exists, or ever required the work you have in mind.
- That a penalty is owed, or that anything is currently enforceable against the property.
- That an owner is reachable, solvent, or interested.
- That the work is unassigned, or that no other contractor is already engaged.
- That the record is current. Agency data can be delayed, corrected, superseded or wrong, and status changes daily.
A record is a starting point for your own qualification. Verify the current status with the publishing agency before you contact anyone or commit anything.
§03 Conditions of use
What comes with a file
These conditions ship on the first tab of every workbook. Receiving a file means working within them.
- Hold the licence required to perform the work you are pursuing.
- Verify each record with the publishing agency before any owner contact.
- Do not imply government affiliation, enforcement authority, or exclusive access to government data.
- Do not present a compilation, or anything derived from it, as an agency notice or as legal or compliance advice.
- Contact people lawfully and professionally, honour opt-outs, and do not treat a compliance record as permission to contact someone.
- Any outreach is yours. BackflowLeads does not contact owners and does no soliciting on a buyer's behalf.
§04 Scope of any arrangement
What is not being sold
- No right to a territory, no priority, and no right to contact any property. Where a file is offered on a limited basis, that limit applies to this desk's own file for that record type and area. It does not, and could not, restrict anyone's access to the underlying public data.
- No outcome, response, conversion or revenue is promised, and none is estimated. This site publishes no results figures because no buyer outcome data has been returned.
- No pricing is published on this site. Anything about cost is discussed directly, in writing.
§05 Sources and changes
The agency remains the authority
Public agencies own and control their records. Source availability, structure and terms can change without notice, and a source can be withdrawn. BackflowLeads may correct, reclassify, restate, withdraw or stop supporting a record class when the evidence or the source conditions change, and has done so before. Where that affects something already delivered, it is said plainly rather than quietly amended.
Compilations are provided as they are, without warranty of accuracy, completeness, currency or fitness for a particular purpose. Nothing here limits any liability that cannot lawfully be limited.
§06 Questions
Where to send them
Questions about these boundaries, or about a specific record you think is wrong, go to the same place as everything else. Send the record number and it gets checked.
These terms describe an informational website and a small research service. They are not a substitute for a written agreement, and both these terms and any commercial arrangement should be reviewed by qualified counsel before wider operation.
