A small desk that turns published records into files you can check
BackflowLeads is an independent research service, run as a one-person operation. It reads what government agencies publish about building compliance, organises it, checks it, and hands it to licensed contractors in a form they can use and verify.
§01 Position
What this is
A compilation desk. Agencies publish compliance records in datasets that are technically open and practically awkward: split across sources, inconsistently keyed, full of rows that look relevant and are not. The work is retrieving them, joining them to the right building, applying the eligibility rule the agency actually published, and being clear about what remains uncertain.
The name comes from where this started, with backflow-prevention testing records. The method turned out to carry across to other periodic-compliance record types, which is what the coverage page lists.
What this is not
Not a government agency, not affiliated with one, and holding no non-public access. Not a licensed engineer, plumber, attorney or compliance adviser. Not a referral service, and not a party to any work a buyer wins. Nothing published here is legal, engineering or compliance advice.
How it is run
One operator, a documented build process, and a rule that the deterministic parts get automated while judgement calls stay manual. Sources, thresholds and refusals are written down in an operating manual rather than held in someone's head.
The first packaged release was built in June 2026. Every figure quoted on this site carries the build it came from.

§02 Standards
The rules this desk holds itself to
- Every claim carries a date and a source, or it does not get made.
- A record class that the evidence stops supporting gets re-described or withdrawn, even when the build is finished.
- Rows that cannot be verified do not ship. A row without a real record number is not a lead.
- Uncertainty is written into the row, not smoothed out of it.
- No contact with building owners or occupants on anyone's behalf.
- No personal contact data shipped by default, and none at all where its basis is unclear.
- No source used against its own terms, however useful it would be.
- No published numbers about buyer results until buyers report them.
The last one is worth being explicit about: no outcome data has been returned yet, so this site carries no conversion rate, win rate or job value, and will not until it can cite one.
