Building-compliance records, compiled so every row can be checked against the agency.

We pull compliance records from open government datasets, apply the agency's own eligibility rules, and hand over a dated workbook. Every row carries its record number and source dataset, because a record you cannot verify is not worth acting on.

§01 The deliverable

What actually arrives

One workbook per compilation, plus flat CSVs of each working tab. The tabs are fixed, so a second month looks like the first.

  • A ranked working queue of 250 buildings, and the full active master behind it — 27,185 qualified buildings on the June 2026 Queens gas release.
  • Tabs for what is new since the last pull and what has been resolved, so a cured record disappears visibly rather than silently.
  • A data dictionary for all 26 columns, a blank outcome sheet to return, and the release-check report.
  • A manifest recording every source dataset, its update timestamp and a SHA-256 per file.

§02 Source to delivery

Five stages, and the number each one produced

Real stage counts from the Queens gas build of 26 June 2026, as written into that release's manifest.

    Retrieve

    Open datasets pulled from the city's Socrata endpoints, each stamped with the time the agency last updated it.

    Match

    Violation rows joined to the tax-lot record by BBL, attaching class, floors, units and community district.

    Qualify

    Published exemption rules applied by building class. 70 exempt-class buildings dropped; 103 flagged where class alone cannot settle it.

    Rank and diff

    Compared against everything seen before, labelled new, recurring or baseline, then ordered into a working queue.

  5. 10

    Check and package

    Release gates run last. A failed hard gate stops the build and no file is written.

§03 Coverage

What exists, and what is deliberately not offered

Coverage is limited by what an agency publishes and by whether the source has been verified against a working loader. Sources that have not cleared that check are listed as not offered rather than quietly implied.

§04 Limits

What a record in one of these files is not

Public compliance data is a starting point for qualification. It is not proof that a condition still exists, that anyone owes money, or that work is available.

  • Agency status changes daily. A row is true as of the pull date on the sheet and nothing more. Re-verify at the source before you contact anyone.
  • An open record does not mean the condition is unresolved, the owner is reachable, or the work is unassigned.
  • Public data can be delayed, corrected, superseded or simply wrong. The city's record is the authority; this compilation is not.
  • Where public data cannot settle a question, the row says so instead of guessing.
  • BackflowLeads is not a government agency, is not affiliated with or endorsed by any agency, and has no non-public access. Nothing here is legal, engineering or compliance advice.

A worked example of that discipline

A 20-record internal audit of the Queens gas queue on 16 July 2026 checked every sampled row against the city's current data. All 20 were active prior-cycle notices of deficiency carrying no penalty, not confirmed current violations.

So that is what they are called here, and the queue was re-described to match.
